About the Client

The Center for Development and Strategy (CDFS) is an independent Sweden-based nonprofit advancing sustainable development, international security, and policy innovation. With operations across multiple continents, CDFS partners with governments, academia, and civil-society institutions to empower communities and drive long-term impact.

Expanding to Ukraine was a strategic step for strengthening collaboration in Eastern Europe and contributing to post-crisis development efforts. As an organization focused on outcomes, CDFS required a partner capable of handling all legal and operational frameworks end-to-end.

The Challenge

Entering Ukraine as a foreign NGO involves layered legal, regulatory, and banking requirements. CDFS needed to:

  • Officially register a foreign representative office;
  • Pass all government AML & KYC checks;
  • Open a Ukrainian bank account under strict deadlines;
  • Legally employ and support immigration for foreign staff;
  • Prepare employment documentation and internal compliance frameworks;
  • Train HR on Ukrainian labor law and procedures.

The key challenge was the tight timeline combined with extensive due diligence standards from banks and regulators — particularly for foreign nonprofit institutions with international funding and complex governance structures.
