What counts as an innovative and scalable business?
Innovation does not mean adding an app to an ordinary local service. The evaluator needs to understand the defensible product advantage: proprietary technology, a new process, a materially different delivery model, protectable know-how or another feature that competitors cannot reproduce easily.
Scalability means revenue or impact can grow materially without costs rising at the same rate. SaaS, fintech infrastructure, health technology, deep tech, AI products, platforms and exportable B2B tools may fit, but the sector label alone proves nothing. The application should quantify the target market, identify competitors and explain the route from the current stage to international growth.
When the route may not fit
An ordinary consultancy, trading company, restaurant, small agency or local service business will usually struggle unless the application demonstrates a genuine innovative product and scalable model. TRP documents
After positive evaluation, the founder applies through the MIGRIS portal under the route for legal activity and startups. The exact list is generated for the applicant, but the official programme guide highlights the following items:
- valid travel document;
- evidence of the Startup Visa Lithuania approval;
- proof of sufficient means for at least one year;
- qualifying health insurance;
- criminal-record document where required;
- accommodation declaration or an undertaking to declare the address within the permitted period;
- civil-status documents for accompanying family members;
- legalisation, apostille, notarisation and translations where applicable.
The official guide requires health insurance with at least €30,000 coverage, validity for at least 12 months, EU coverage and repatriation cover. Documents issued by public authorities may need an apostille or legalisation depending on the issuing country. Documents not in Lithuanian or English generally require a certified translation.
The subsistence threshold changes with the applicable minimum monthly amount. The programme's 2025 guide used €1,038 per month. Lithuania's 2026 minimum monthly wage is €1,153, giving a working benchmark of €13,836 for 12 months. How to apply: five steps
The cleanest way to manage Startup Visa Lithuania is to treat it as a five-step project with a separate acceptance test at each stage.
- Step 1
Prepare the evidence
Start with the weakest point, not the prettiest slide. Confirm the IP chain, founder responsibilities, product stage, market assumptions, financing and Lithuania plan. Founders should be ready to explain unit economics, competition, customer evidence, product ownership, runway and the exact reason Lithuania is operationally relevant. A positive result produces the confirmation needed for the immigration stage. It does not bind the Migration Department.
- Step 4
Apply for a temporary residence permit
Submit the TRP application in MIGRIS. A founder lawfully present in Lithuania may file through the Migration Department. A founder abroad may be able to submit documents and biometrics through an external service provider, subject to nationality, residence and location rules. Upload the documents, select the correct filing body, pay the state fee and attend the booked appointment with originals and biometric data. An incomplete or improperly legalised document can stop the application even after a successful startup evaluation.

Register the company within 120 days
After receiving the TRP, the founder has 120 days to establish the Lithuanian company. The Startup Visa Lithuania team must be informed within three working days after registration and provided with the registration certificate and incorporation agreement or an equivalent document showing the shareholders.

The Migration Department's current residence permit fees are €160 for the general procedure and €320 for the urgent procedure. The official programme guide states one month for the general procedure and 15 days for the urgent procedure, excluding delivery of the produced permit card to the country of application.

Company registration after approval
Programme approval does not register a company. The founder must choose and establish a Lithuanian legal entity after the TRP is issued, then complete shareholder, beneficial-owner, tax, accounting and banking steps relevant to the business.
UAB or MB?
The official guide recommends a private limited liability company, or UAB, for most startups. A UAB has share-based ownership, is familiar to investors and requires €1,000 in share capital. A small partnership, or MB, has no share capital and may suit a small bootstrapped team, but governance, fundraising and founder-remuneration consequences should be reviewed before choosing it.

Company registration and bank or EMI onboarding are different procedures. Incorporation does not guarantee an operating account. Prepare the ownership structure, source of funds, business model, expected flows and counterparties for KYC review.
Can the process be completed from abroad?
The startup evaluation is online, including the interview. The TRP can be initiated through MIGRIS and may be completed through an authorised external service provider abroad where the applicant is eligible. Company formation may also be handled remotely in suitable cases through accepted electronic signatures or properly executed powers of attorney.
“Remote” does not mean that no personal attendance will ever be required. Biometrics, document originals, banking or a specific authority may require the founder's direct participation. Confirm the route for the applicant's citizenship and country of lawful residence before signing documents.
Family members and work rights
The programme allows family members to accompany the approved founder through their own residence-permit applications. A spouse or partner and children need separate passports, civil-status evidence, insurance and other documents generated by MIGRIS. Marriage and birth certificates may require apostille or legalisation and translation.
The official programme guide states that a spouse holding the relevant family residence status does not need a separate work permit. The family members' permits are tied to the founder's lawful stay unless they qualify on an independent ground.
File planning should include the family from the beginning. A founder-only submission followed by late requests for legalised marriage or birth certificates can delay the family's move even when the principal application is progressing normally.
Common reasons applications are delayed or rejected
There is no credible “approval formula”. The best risk control is a consistent file that proves both startup quality and immigration compliance. Common weaknesses include:
- a conventional local business presented as “innovative” without a defensible product difference;
- a market-size slide with no bottom-up logic or reachable customer segment;
- no evidence that the founders own or can lawfully use the product's IP;
- founder CVs that do not match the roles assigned in the plan;
- projections that conflict across the form, deck and financial model;
- vague statements about Lithuania with no operational activity, hiring or partnership plan;
- insufficient or unexplained personal funds;
- expired, untranslated or incorrectly legalised public documents;
- assuming the confirmation letter guarantees a TRP;
- missing the 120-day incorporation deadline or three-working-day notice.
Do not solve these issues by adding more pages. A short, evidenced answer is stronger than a long narrative that never resolves the evaluator's question.
