Investment migration is now familiar worldwide. Several European and Caribbean states openly offer citizenship or long-term residence in exchange for qualifying investments. As a result, many investors look for similar programs in different countries, including Ukraine.

They often assume Ukraine offers a similar investment route. It does not. You cannot get Ukrainian citizenship by investment under any current legal framework. Still, investors do have lawful immigration options that support long-term residence and future naturalization.

This article explains what is permitted, what is not, and which pathways genuinely work in Ukraine.

What Ukrainian Law Actually Says About Citizenship

Ukrainian citizenship is regulated by the Constitution and the Law No. 2235-III. These instruments set an exhaustive list of grounds for acquiring citizenship. Those are:

  • Birth
  • Territorial origin
  • Admission (naturalization)
  • Restoration
  • Certain cases involving adoption or guardianship

<Alert>None of these provisions creates Ukraine citizenship by investment as a separate category. There is simply no such route in the current legislation.</Alert>

In practice, most foreign nationals qualify through naturalization after several years of lawful residence, language proficiency, and other statutory conditions. Every lawful route is based on personal status and long-term ties, not on capital alone. For a detailed overview of official procedures, investors should review the legal framework for acquiring Ukrainian citizenship.

Because the law is exhaustive, any claim that you can buy Ukrainian citizenship is misleading. Investment may support relocation or business goals, but it does not replace the criteria for citizenship.

Where Ukraine Passport by Investment Claims Come from

If there are no such programs in law, why do so many agencies and intermediaries still promise a Ukraine passport by investment? There are three main reasons:

    Global overviews of migration sometimes apply one template to many countries and forget to remove incorrect language.

    Some intermediaries promise citizenship by investment in Ukraine as a marketing hook, even when they only provide residence-related services.

    Also, there are fraudulent schemes that offer documents without going through the State Migration Service or consular channels.

For investors, these promises carry serious risks. Using falsified or improperly issued documents can lead to criminal liability, deportation, and long-term entry bans. Even when an offer looks formally legal, advice that contradicts Ukrainian legislation can undermine future residence or citizenship applications.

Any proposal to buy Ukrainian citizenship should therefore be treated as a warning sign, not an opportunity.

The Only Valid Option for Investors — Permanent Residence by Investment

While Ukrainian citizenship by investment is not possible, investors do have access to a structured and fully lawful immigration route. Ukrainian legislation allows foreign nationals to obtain permanent residence after making a registered investment of at least USD 100,000. First comes the immigration permit. The Permanent Residence Permit (PRP) follows.

The investment must be made in a freely convertible foreign currency and registered as a contribution to the share capital of a Ukrainian company.

This status is long-term. It lets an investor live in Ukraine indefinitely, work without additional permits, and establish stable personal or business ties. These connections may later support a naturalization case. Still, the PRP is not citizenship by investment in Ukraine. Investment alone does not accelerate the required residence period. It also does not exempt an applicant from language rules or any other legal requirements established by the citizenship law.

Legitimate Immigration Options for Investors

For an investor considering Ukraine, there are several legal pathways instead of focusing solely on how to get Ukrainian citizenship by investment:

  • Permanent residence by investment. Qualifying investment that meets statutory criteria, followed by an immigration permit and PRP.
  • Temporary residence through business activity. Establishing or joining a Ukrainian company, obtaining a work permit, and receiving a Temporary Residence Permit.
  • Permanent residence through family or descent. Where a close relative is a Ukrainian citizen or has strong historical ties to Ukraine.
  • Eventual naturalization. After holding a permanent residence permit and meeting all legal conditions established by the citizenship law.

Each option is based on clear legal rules and official procedures. None of them allows a direct Ukraine passport by investment, but they provide a realistic framework for compliant relocation and planning.

<Alert>In 2025, Ukraine introduced limited multiple-citizenship rules for specific groups, but this reform does not create any investor-based routes.</Alert>

Ukraine does not offer investment-based citizenship, but it does provide several lawful pathways for long-term residence and eventual naturalization.
