In Ukraine, foreign nationals can apply for citizenship of Ukraine based on documented ancestry. It is called Ukrainian citizenship by descent. It applies when an applicant has a direct relative who was born in Ukraine or permanently lived there before August 24, 1991.

The applicant must prove their lineage. Evidence of the relative’s connection to Ukrainian territory is needed. Each case depends on the documentation.

Article 8 of the Law “On Citizenship of Ukraine” sets the rules for acquiring Ukrainian citizenship through ancestry. This article refers to citizenship by territorial origin in Ukraine. It means descent from someone who lived in the area now recognized as Ukraine.

The relative must have resided in a territory that, by law, is part of modern Ukraine. The state recognizes both birth and permanent residence as valid grounds. If the ancestry eligibility is confirmed and the documents for Ukrainian citizenship by descent are valid, the person is registered as a citizen.

Eligibility and Who Qualifies

Citizenship by descent is available only to individuals who meet the legal definition of territorial origin. The applicant must prove both (1) a direct family connection and (2) the relative’s permanent residence or birth in Ukraine before its independence.

The law establishes a generational limit for ancestry eligibility in Ukraine. Ukrainian citizenship by descent applies to applicants whose parent, grandparent, great-grandparent, or biological sibling was born or resided in Ukraine before 24 August 1991.

    Immediate Relatives

    The applicant must be directly related to a person who was born or permanently resided in Ukraine before August 24, 1991. The law recognizes the following relatives:

    • Parent;
    • Grandparent;
    • Sibling;
    • Child or grandchild.

    This list is exhaustive. Spouses are not included. Collateral relatives do not qualify.

    The relationship must be proven through formal civil records. The Migration Service will not register Ukrainian citizenship by descent without documents.

    Born or Resided Before August 24, 1991

    The ancestor must meet one of the following criteria to qualify:

    • Born in the territory that is now Ukraine;
    • Resided permanently in that territory before independence.

    Important: The date of August 24, 1991, is used as the legal cut-off for Ukrainian citizenship by descent.

    Descent Through Multiple Generations

    Ukrainian citizenship by descent is legally limited to direct lineage up to great-grandparents (three generations) and biological siblings. Applications may be based on great-grandparents or earlier relatives if all links can be documented.

    In these cases, the applicant must provide:

    • Proof of the ancestor’s birth or residence in Ukraine;
    • Civil records linking each generation (birth, marriage certificates);
    • Their own identification and proof of identity.

    This route to Ukraine’s citizenship by descent is more complex. Applicants often require support from legal professionals or genealogical researchers, especially if documents were issued in other countries or stored in closed archives.

    Documents & Evidence Needed

    The success of an application depends entirely on the ability to prove Ukrainian origin and direct descent. All claims must be supported by official records. Below — a list of required documents.

    Application Process

    The State Migration Service accepts applications in Ukraine. Consulates process them abroad. There is no interview or exam at this stage. From 16 January 2026, new rules under Law No. 4502-IX will apply. Applicants will need to confirm basic knowledge of the Ukrainian language, Constitution, and history.

    Step 1: Preparing Documents & Verifying Lineage

    Before submission for Ukraine’s citizenship by descent, all records must be collected, checked, and translated if needed. Legal assistance is often required when:

    • Documents are issued by different countries;
    • Archive access is needed inside Ukraine;
    • Court recognition is required due to missing records.

    It is important to verify every connection in the chain. For applications based on multiple generations, the burden of proof is higher. The documents for Ukrainian citizenship by descent must confirm both ancestry and historical presence on Ukrainian territory.

    Step 2: Submitting Application

    There are two options for submitting applications:

    • In Ukraine: To the local office of the State Migration Service (he applicant must be physically present).
    • From abroad: Through a Ukrainian consulate in a country of residence. The consulate accepts the file and forwards it to the Migration Service in Ukraine.

    In both cases, the applicant signs a formal request and a declaration. They state their intention to renounce current citizenship (if applicable).

    Step 3: Review, Verification, Decision

    After submission, the Migration Service reviews the case of Ukrainian citizenship through ancestry. They check the documents for:

    • Authenticity;
    • Legal connection to Ukrainian territory;
    • Completeness of lineage proof.

    The law sets the review time at up to 3 months. If documents are missing or unclear, the Migration Service may request more. After approval, the applicant is added to the citizenship register. No presidential sign-off is required. This is what separates Ukrainian citizenship through ancestry from standard naturalization.

    Step 4: Issuing Citizenship Certificate & Temporary ID

    After approval, the applicant receives a certificate confirming registration as a citizen of Ukraine. This is the legal basis for obtaining Ukrainian identity documents.

    In most cases, a temporary Ukrainian ID is issued. It is valid for 2 years and confirms the person’s new legal status. After renouncing foreign citizenship and submitting proof, the applicant can apply for:

    • An internal Ukrainian ID card;
    • An international Ukrainian passport.

    Until that step is completed, the person holds Ukrainian citizenship officially but may still use foreign documents abroad.

      Timeline & Processing Time

      The law gives the Migration Service up to 3 months to process an application for Ukrainian citizenship by descent. Most cases are reviewed within this time. If the application is complete and the documents are clear, delays are rare.

      Consular applications usually take longer. Documents must be transferred to Ukraine and back. The full process may take 3 to 5 months.

      After approval, the citizenship certificate is issued. Then a temporary ID is provided. A full passport is issued only after the applicant submits proof of renunciation, unless exempt.

      Special Cases & Exceptions

      Some applicants for Ukraine’s citizenship by descent face unique circumstances. These may affect the application route or timing.

        Minor children. Children under 18 may be included in the parent’s application. No separate ancestry proof is needed.
      2. 2
        Stateless applicants. Those without an existing nationality may apply for Ukraine’s citizenship by descent under simplified terms.

        Missing records. If key documents are lost or destroyed, the applicant can request certificates from regional archives.
      4. 4
        Residence in occupied territories. Applicants with relatives born in Crimea or Donetsk/Luhansk regions before 1991 are still eligible.

      Ukraine still applies the single citizenship rule. Applicants must sign a declaration to renounce other nationalities. They have 2 years to submit proof of renunciation. A new law adopted in 2025 will allow Ukraine’s dual citizenship with selected countries. Implementation is expected in 2026, but until then, formal renunciation remains part of the process.

      Fraud or false documents remain grounds for refusal or cancellation of citizenship. The Migration Service verifies ancestry records and checks authenticity through state registers.

      Ukraine’s citizenship by descent is the fastest and least bureaucratic route, provided documents are in order.

      This path does not require applicants to move to Ukraine, speak the language, or pass integration tests. It is based entirely on origin. Applicants for Ukrainian citizenship through ancestry can claim legal status without years of residency. That sets it apart from nearly all other categories. It is not conditional. No quotas apply. Once proof is accepted, registration is automatic.
